Update `max_length` documentation explaining branch length

Motivation

Currently the max_length documentation is not clear enough about the branch length and may cause confusion.

We could update the documentation and add that <branch_prefix>/<issue_identifier> is included in the max_length calculation.

Acceptance criteria

• Documentation is updated with the branch name length explanation.
