As mentioned in #169, while we now report leaf on/off in events.out when we calculate it happens (due to param settings), it might be useful to be able to specify them as actual events (that is, create new events for them).

Yes, no other params - as suggested by @mdietze, we will continue to use the existing leaf on/off params (leafGrowth and fracLeafFall), and continue to allow those params to be calibrated instead of needing to figure out values via external means on a per-event basis.
