`--spfx-version` option does not seem to work for the ` list-templates` command

The help states that

But when I tried filtering list templates by version, it seemed to fail all the time.

Steps to reproduce

1. Run spfx list-templates --spfx-version 1.22

Expected behavior

should get only templates with SPFx version 1.22

Actual behavior

I get an error

If needed/possible I may investigate and try to fix the issue

For this one, we don't have a named branch yet for 1.22 so this won't resolve. However, it may be helpful for us to adjust the error messaging here to list out the versions that ARE available. Today that's just latest (1.22) and next (1.23.0-beta).

I've drafted a PR #249 though it's hardcoding your message above. I was wondering whether it would be better that the API allows you to select a branch (rather than version), not sure if there's any major use case to do so.
