Prepare release 0.2.16 for distribution

Update all package manifests to the same release version before tagging and publishing desktop artifacts.

Constraint: publish.sh owns version synchronization across package.json, tauri.conf.json, Cargo.toml, and Cargo.lock.

Rejected: Manual version edits | The release script keeps manifest updates atomic.

Confidence: high

Scope-risk: narrow

Directive: Keep release metadata aligned before creating tags.

Tested: publish.sh updated package.json, src-tauri/tauri.conf.json, src-tauri/Cargo.toml, and src-tauri/Cargo.lock.

Not-tested: GitHub Actions release workflow before tag push.
