HOW_TO_RELEASE.md

• Update the changelog in CHANGELOG.md
• Run npm run version-patch, npm run version-minor or npm run version-major
• Push the code to github and wait for the CI
• Create a new release on github, the CI pipeline will then publish to Visual Studio Marketplace and the Open VSX Registry
