You should be able to configure blinking in Android system settings or keyboard app.

I believe the option shown in the article you provided is only supported for Pixel Devices (which I’m not sure either, since I don’t own a pixel device to verify that). Nevertheless, it seems most devices are incapable of disabling the blinking cursor in any text input field as a global setting.
