Second call fails to ring if MT doesn't answer the first MO call.

I tested the Open5GS Docker architecture, and my calls are working fine. However, I found an edge case: if a call is not answered by the MT, the next call does not ring and not successful.

This issue is related to this repository and can easily occur in the scenario described above.

First, please ensure that you are using the latest commits from master branch. Second, please upload a pcap and the pcscf log file for the scenario you are testing

It is probably Open5gs issue, UEs cannot properly released.
