Request to Add Belarusian Language

Describe the translation need

I'd like Home Assistant to support Belarusian as a new language for the Frontend and Backend projects.

• Native Name: беларуская мова

Impact

This would make Home Assistant accessible to Belarusian speakers who do not speak English or any of the other currently supported languages. This will help to expand the user community.

I am a native Belarusian speaker and I am ready to help with the translation. I can also involve other community members to help with translations and reviews.

The Belarusian language has already been added and is 100% translated for the Home Assistant Companion for Android project on Lokalise. This demonstrates that there is an active community ready to support the translation of the core components as well.
