These are yer due to a difference in how synchronization happens during a rebuild. Normally, when a rebuild workflow starts, it immediately goes into the Build process. Kalaam wanted it to first to into the Synchronize Data step.

Let's assume that:

1. They will still want manual rebuild to start at synchronize data
2. auto rebuilds will not go to synchronize data
