Improvement: Selectable first whether it operates based on a whitelist or blacklist

I would like it to be selectable
If it is based on a whitelist, it won't work on sites other than those allowed from the beginning
(to prevent unnecessary operation)
The blacklist remains the same as the current method (Default)
