[CMSDS-4103] Remove outdated WCAG 2.0 compliance boilerplate

Summary

Updates accessibility documentation for the following components:

• Badge
• Filter Chip
• Pagination

Changes include:

• Restoring the accessibility compliance statements that were previously removed.
• Updating WCAG references from WCAG 2.0 to WCAG 2.1 based on guidance discussed during Figma Office Hours on 6-22-2026
• Removing duplicate Accessibility H3 headings and aligning heading hierarchy with Docsite documentation guidance.

These updates preserve component-specific accessibility information while improving consistency across CMSDS documentation.

How to test

1. Open the Badge documentation page.
2. Open the Filter Chip documentation page.
3. Open the Pagination documentation page.
4. Verify the Accessibility section contains the restored accessibility compliance statement with a reference to WCAG 2.1.
5. Verify duplicate Accessibility H3 headings have been removed.
6. Verify the remaining accessibility guidance and testing content is unchanged.
