Update project and CI to use .NET 10.0.3 and newer package releases. Directory.Packages.props: bump Microsoft.Extensions packages to 10.0.3, xunit.v3 packages to 3.2.2, Microsoft.SourceLink.GitHub to 10.0.103, and coverlet.collector to 8.0.0. azure-pipeline-PR.yml and azure-pipelines.yml: increment Patch/Revision to 3 and use SDK 10.0.103. src/Xunit.Microsoft.DependencyInjection.csproj: default Version updated to 10.0.3. These changes align CI and dependencies with the latest 10.0.3 runtime/SDK and package updates.
