Researchers can now publish stims themselves. Doing so also announces some basic stim properties + the publisher. Clicking the terminal with a biomass product like a tech plate will prompt researchers to enter how many they've got, and it'll announce to marines that it's available. Clicking the terminal with a non-biomass product will warn marines that researchers are creating terrible things

Explain why it's good for the game

Quality of life for researchers; helps ensure their products actually get used and their hard work gets recognized (good or bad). Kind of a buff for marines; I made this PR on request of some researchers when I told em I might be giving a minor stim counter to Xenos.

I wont touch this PR since its somewhat conflict of interest, but if someone does review this / think of merging it, they should take this PR and #11967 as mutually exclusive and pick whatever seems better

1. jesus christ a month i didnt know PRs took so long to be merged

2. It's pretty distinct, mine allows Researchers to publish their own chems which was requested of me by a couple of CMOs and researchers. Said publishing also sends an automatic announcement, no custom input.

3. Mine also allows the announcement of biomass items, which are otherwise pretty hard to make marines aware of.

4. Yours limits the announcements to medical players, mine does not

5. Yours however does handle the announcement more eloquently and if you'd like I'm happy to consolidate your code into mine

the difference between our two PRs is how much we want to balance intentional information limiting vs quality of life--nothing wrong with yours mine just gives researchers a lot more power, which some people might dislike.

but yours offers custom announcements and the code is done less shittily. i'm definitely willing to consolidate, i can do the work myself, just let me know what you'd like changed in my own PR -- the only thing i won't budge on is the ability to announce biomass items
