About the pull request
Fixes a group of small persistent bugs where certain computers don't have proper broken/nopower versions, or simply have them but the code doesn't include them. As a bonus the PR adds a nopower version of the tactical map, together with some detailing to the sprite itself. Also adds more directions to the techweb computer sprite (a mirrowed version).
I didn't fix all instances of this bug though, but the ones that remained are from ancient original SS13-related objects, of which I thought weren't worthwhile to fix.
