Group openCoreEMR/github-workflows-public/* and openCoreEMR/github-workflows-internal/* reusables so Dependabot opens one PR per source repo instead of one per workflow file.
Use openCoreEMR/ consistently in github-workflows-* references and tighten the Dependabot group patterns from */github-workflows-*/* to openCoreEMR/github-workflows-*/* now that the casing is uniform.
