Summary
This PR adds an operator runbook for splitting Dragonfly frontend access between staging and
production across Auth0, Cloudflare, DigitalOcean, and the local repos.

This turns the current environment split into a concrete deployment plan. It explains what has
already been separated, what is still shared, and what has to be configured so staging cannot
accidentally use production identity or frontend access.
